Needed: Paint Shop Pro..I used 8 but other versions
should work just as well.

I.C.Net Software Filters Unlimited 2:
which is used for the mask.. If you don't
have the paid version then choose a
circular or ellipse shaped mask instead to
use.
FM Tile Tools
Just skip the steps using this if you do
not have the FM. It does add a lot to
your finished results but not needed
for cool results.
 
1 Open a graphic that you want to use and
resize it so it is no wider than 550 pixels
and/or height is no more than 490 pixels.
 
2 Edit/Copy
 
3 Edit/Paste as new Image.
 
4 Layers/Promote Background Layer
If it is already a raster layer then just skip
this step!
 
5 Close out your original image.
 
6 Effects/Plugins/EyeCandy4000/Jiggle
Settings:
Brownian Motion
Bubble Size = 60
Warp Amount = 80
Twist = 90
Seamless Tile = UNchecked
OK
 
7 Effects/Plugins/I.C.Net Software/Filters
Unlimited 2
Settings:
Edges/Round/ Round Edge 01
Apply
Note: Feel free to choose your own
preference from this list or use a mask
from your files instead.
 
8 Effects/Plugins/FM Tile Tools/
Saturation Emboss
Adjust to your preference.
I use the default Settings:
X = -1
Y = -1
Lightness = .5
Intensity set at .25 
Edge wrap = checked.
 
9 Dropper Tool: 
Select the most dominant color showing
that will be good for the text to be written
on.
 
10 Ctrl + A  (Selections/Select All)
 
11 Selections/Modify/Contract = 10
 
12 Selections/Invert
 
13 Press Delete on your Keyboard
 
14 Ctrl + D  (Selections/Select None)
 
15 Effects/3D Effects/Drop Shadow
Settings:
Vertical and Horizontal both at Zero = 0
Opacity at 100
Blur at 10
Color = Black
 
 
16 Edit/Paste as New Layer
This should paste the original you copied
in the beginning of this tutorial.
 
17 Effects/Plugins/I.C.Net Software/Filters
Unlimited 2
Settings:
Edges/Round/ Round Edge 01
Apply
Note: or use the same mask that you used
before.
 
18 Image/Resize = 80%  Percent selected
Resample using Bicubic CHECKED
Lock aspect ratio Checked 1.3350 to 1
Resize all layers = UNchecked
 
19 Effects/Plugins/FM Tile Tools/
Saturation Emboss
Adjust to your preference.
I use the default Settings:
X = -1
Y = -1
Lightness = .5
Intensity set at .25 
Edge wrap = checked.
 
20 Effects/3D Effects/Drop Shadow
Settings:
Vertical and Horizontal both at Zero = 0
Opacity at 100
Blur at 10
Color = Black
 
21 Layers/New Raster Layer
 
22 F  Flood Tool:
 Fill this new layer with the Color that you
selected from the graphic.
 
23 Adjust/Add-Remove Noise/Add Noise
Settings:
Uniform Checked   Noise = 16? (adjust
to your preference)
Monochrome Checked
OK

24 Here you need to make a background
tile.
 
(24a)Open a new transparent image
100x100
 
(24b)Flood tool:
 Flood with the same color as in step 22.
 
(24c) Adjust/Add-Remove Noise/Add
Noise
Settings:

Monochrome Checked
OK
 
(24d) Save as BG tile jpg and close it out.
Compression at 15

Add your watermark
 
 Note: Feel free to add text to the
header or your choice of sidebars and
dividers.
This tut is just to show you how to
make the header.
 
28  Layers/Merge All/Flatten
 
29 Save as a jpeg.
I set my compression at 15
 
That's it!
Letter Creator notes:
When you have the header loaded, add
an extra line underneath it so the text
will be spaced away from the bottom of
the Header. I always do this.
 
On the Body page
Font color tip: Use the Eye Dropper to
select the same color as your background.
Then select the text color box and use the
slide on the right of the box that appears
to make your color lighter or darker than
your background color so the text will
show up nicely and be easy to read!
 
Hope you enjoyed this tutorial.. It should
be easy to make this style once you are
familiar with the process.

After Thoughts:
You can resize your header to no more
than 100 pixels wide and use that for
matching side border Icons. 
Remember to Watermark your creations!
